Thanks for the suggestion Chris Branson.
I think I saw this come up in ticket #2527 where the user asked "Is there a way to map two service categories to one category type when adding a service? e.g. if they want to add a “compliance charge” for both Sound Dubbing and Sound Recording to use, they would have to create a service type for each category and assign them both to the same rate/rate card"
We'll add all of this info to the notes for discussion with the product team. I'll post an update here when we know more!
